Network Development Funds 2025 Request for Proposals

We are excited to announce a funding opportunity for network development in 2025. 


As part of our comprehensive behavioral health plan, GOBHI has dedicated annual funds to further the goal of expanding our behavioral health provider network. We welcome proposals that will address one or more of the following areas related to network expansion:


  1. Strategies and/or initiatives that increase member access to behavioral health services;

  2. Development and/or expansion of specialty services/service providers (e.g. gender-affirming services, eating disorder treatment);

  3. Development and/or expansion of culturally and/or linguistically specific behavioral health services and/or providers;

  4. Development and/or expansion of programs/providers of Substance Use Disorder (SUD) services for adolescents and/or the LGBTQIA2S+ population; and

  5. Development and/or expansion of programs/providers of dyadic services for 0-5-year-olds (e.g. Child Parent Psychotherapy (CPP), Parent-Child Interaction Therapy (PCIT)).


Eligibility

GOBHI will consider proposals from providers serving EOCCO Members whose project will achieve one or more of the RFP’s goals. Eligible providers are EOCCO Community Mental Health Programs (CMHPs), Tribal Providers, and SUD Service Providers. Proposals must detail the impact to EOCCO Members, specifically, and priority will be given to projects impacting the EOCCO twelve (12) county region: Baker, Gilliam, Grant, Harney, Lake, Malheur, Morrow, Sherman, Umatilla, Union, Wallowa, and Wheeler counties. All proposals from providers that are not CMHPs must include a letter of support from the county’s local CMHP.


Submission Deadlines

GOBHI will consider proposals quarterly according to the schedule below. GOBHI must receive all proposals by the deadlines as indicated below. We will not consider incomplete and/or late proposals. Award announcements will occur within thirty (30) days of each proposal deadline. 

  • Quarter One: September 30, 2025 by 11:59 PM (PDT)

  • Quarter Two: December 31, 2025 by 11:59 PM (PST)


Funding

Maximum Award (per applicant, per quarter): $25,000.00
